Not normal, except those months when you get your bill and you're like "WTF THOSE ASSFAGGOTS RAISED MY RATE BY $50 A MONTH AGAIN." At which point you have to either call in and bitch for a half hour to get it lowered or expect the $50 increase to be your new rate.
