The nervous system of roaches doesn't allow them to even be aware of their behavior. They act on impulse and therefore aren't really consciously responsible for the bad things they do. Compare that to drug cops. Drug cops (not counting drug dogs,) are humans. Their nervous system is very complex and their behavior is determined by sentient conscious cognitive decision-making. Plus, they aren't a part of any "natural" society -- they are completely unnecessary. "Natural" law enforcement in human society is concerned only with actual crimes with actual harms, such as murder, rape, battery, theft, burglary, arson, vandalism, fraud, etc. Drug cops destroy families, kill pets, and then they take your property, sell it, and use the money to fund it all. They are more akin to a virus, and one that is completely unessential to life on earth.

So, you see, roaches may do "bad" things, but they can't help it -- and they mostly do good. Drug cops have no excuse for the bad things they do, they don't even view them as bad. Because drug cops could use their heads like most people to realize that drug prohibition is wrong, then they'd decide against being drug cops. But the fact that they are drug cops means that they, at least tacitly, accept their role and the supposed legitimacy of what they're doing. Therefore, they are lower than roaches. Also, drug cops are absolutely not essential in any way, shape, or form. The complete and permanent extinction of drug cops would have nothing but a positive effect.
