pepper shakers have more holes but it has nothing to do with health. you just tend to want less salt to come out so you don't put too much and make the food unpalatable. also, salt flows out differently than pepper.

Generally, salt is very free-flowing and regulation of such flow requires a small opening. Pepper on the other hand will quickly pile up on itself and stop flowing and requires a sifting-action and therefore more holes.

Many commercial salt and pepper shakers have the same number of holes because nobody gives a damn about physics and it's up to the user to develop their technique.

i would say that salt having more holes is the correct answer, but only because the salt had more holes on the S&P shakers back in the day (which were labelled S&P).

when you are using salt and pepper shakers, it is most likely that you will want more salt than you will pepper. pepper is not something anyone likes in abundance. therefore, pepper shakers have fewer holes so as to limit the amount of pepper you get in one good shake.
