if you have the money deposited into an account, your bank should be able to issue a credit card that has no "credit" => bank card

why do you need a credit card? just for a rental car?

or get you a Traveler's Cheque Card.

If you have USAA then your bank card is a MasterCard, and you can just use that for any "credit" purchases.

^If you rent a car, they can tell if it's a credit or debit card and they will pull your credit before renting to you if it is a debit card, which can have an adverse effect on your credit rating.
