Flash newb, google no help.

When I publish my Flash document the volume of all sounds is greatly reduced. Without touching any volume controls, I can simultaneously run winamp and the music plays much louder, as expected (same track as I put in the flash doc).

I set export settings to "raw" for all sounds to disable compression.

Why can't Flash just play back the sounds at the correct volume level?
