We don't keep in touch as much as we used to...but now I hear from him every now and then, and it seems like it's only when something is about to happen with his personal life. He called this time to say he just got home from Tiffany's and he bought a ring. The time before this he called to tell me about his gf and him going to Disney World. lol

He can't ever call just to say HI.

i think everyone else is right: he continues to call you because he would like to reserve the right to fuck you in the future. maybe you are over it, but he doesn't know that because you continue to take his calls. so he thinks that if he can call you every 3 to 4 months and tell you about his life with another girl and you keep answering and listening, that when he gets bored with current girl and wants to fuck someone different he'll be able to fuck you. of course he won't want a relationship, he'll be married and stay married to other girl. but he thinks that you will just be there for him when he needs/wants you.

so if you are over it, i say stop answering the calls. or tell him to stop calling you. either way, just get him out of your life for good.
