Be that as it may, while many authorities recommend who for people and that for things, some authorities do support selecting who when the individual person is meant and that when a class or type is meant. In the title at issue, a class or type appears to have been meant.

Examples:

She is the only one of my students who can perform at an advanced level.

These are the kind of students that should perform at the advanced level.
