Or, more specifically, that a homicide is only deemed to have happened following a government prosecution of the individual and a guilty verdict. You can bet that pretty much never happens in Sudan.

The statistic is from 2000-2004; Sudan was officially in a period of civil war until 2005. They probably categorize casualties of war as being different from intentional homicide, and the low figure is most likely a result of the difficulty of assessing the difference between a garden-variety murder and a politically motivated or war-related attack.
