no specifics have been released yet, the kid pulled over on I-85 and called police saying he was contemplating suicide. Somehow that turned into the cops gunning him down.

I thought they were supposed to "shoot to kill," if they believe there is an imminent danger to their or other's lives. You would probably want to "aim low," to make sure you hit their central mass rather than aiming at the head and missing, but I don't know what their protocol is.

Cops always shoot to kill when using guns.

Trying to use non-deadly force with a deadly weapon is a terrible idea.

For one reason why this is a bad idea, if they start using guns in situations that don't require deadly force, someone will die unnecessarily.

It depends on the carrier. It is covered by some if you have had the policy for 2+ years.

But if he pointed the gun at officers (likely) and was shot by them, he was involved in a felony, meaning the policy would be voided.

Police don't pull their gun unless the situation calls for use of deadly force. Shooting low gives the suspect more chances to shoot back. It's not the movies where they shoot to wound on purpose.
