i'd guess that

a. the entire upgrade was useless
b. even had it gone correctly, no one have noticed a damn bit of difference and they'd basically have wasted $30M anyways.

retarded! however it would be ridiculous to actually expect a government project to be managed competently and for taxpayer money to be spent in an efficient manner.

tiered billing sounds like a waste of resources. you use less water, you pay less money! simple concept.

How is the CIO not just as a responsible as the project manager? If oversight and direction weren't provided (per the audit), those aren't the responsibility of the project manager, that's the CIO's responsibility.

Gotta love government though. Shuffle out one contractor, bring in another, while the dumbass still sits on the throne.

Unfortunately most of your water bill has nothing to do with how much water you use. For the part that is based on your water usage; last summer when the reservoir was getting low and everyone was asked to cut back (lawn watering being a significant culprit), the city had to raise fee/rates to account for the revenue loss.

WTF did they spend $30 MILLION on a billing system??? She should definitely be gone though. Not sure how she dodged the bullet. Maybe in IT black + women - job = Racism/Sexism
