i'm not quite sure. for example counter-strike: source.

hl2.exe crashes on startup (windows vista o/s). no fixes were helping til I enabled Local Serv and Net Serv as admin. Then it worked just like that.

If you are relying on just windows firewall, then you're doing something completely wrong. If you have an external firewall then I don't know. Make sure you're familiar with Vista's firewall and UAC exclusion lists.
