Ok, got a new computer:

First problem: Initial startup, I get to the Vista loading screen and it just loads forever. I have waited 20 minutes without it booting. The progress bar keeps moving, just doesn't go anywhere.

Second problem: Opened the case and noticed that the CPU heat sink is hotter than expected, the fan isnt working, and eventually the CPU temp LED lights up red. Let it cool and tried again, and the fan works for a while once the CPU heats up a bit, and then it stops....and the CPU gets hotter and hotter, etc.

I tried starting it with the Vista DVD in to do a repair, but it doesn't boot to that...instead tries to boot normally.

Any help would be great!

MOTHERBOARD: Intel DX58SO

PROCESSOR: Core I7 920 @2.66GHZ- socket 1336 W/Arctic Cooling Freeze7Pro

Memory: 6 Gigabytes of OCZ PLATINUM DDR3 1333

Video: ATI RADEON XFX 4870HD 1 GIG GDDR5 memory

PSU: Rosewill 600W

This should probably be your first problem. Get that fan working.

who built this for you? im assuming not you...

1 - reinstall OS
2 - restore bios to factory, and/or upgrade to most current.
3 - to boot to optical, go in the bios

Agree on this statement. A question though, if you leave the computer running, without letting Windows load (go into the BIOS or similar) ... does the CPU begin to overheat?

Curious if this is the CPU fan itself independent of Windows or if Windows is doing something funky to affect the CPU fan.

I bought this online.

I can now access the repair cd, so I think I can get it to load into windows.

Yes, the processor will eventually get hot if I let it run for 15-20 mins.

I'm basically down to having the fan work only intermittently and I'm having to try to get it to go through windows without overheating the cpu.

So its either the fan/heat sink or the Motherboard power supply slot for the CPU fan, right?

Ok, did a repair on the OS and got into windows fine and was using desktop control center and processor temps looked fine, but fan wasnt on.

Maybe the fan only will run when under load?

I tried to manually set the fan to on, but it does not work. The fan does spin on startup for about 15 seconds.

New fan or what?

It couldn't hurt, especially if you consider that a new processor is going to cost you ~$100 and a new fan will run you all of $4

There are settings in your BIOS which can control how the fan acts. Should be a way to tell it, "always run at 100%", which should at least make the computer usable until you find a better solution. If the thing is running at 100%, get a new fan.

??? You can run a cheap fan on a system this nice if you want to. I'll pay the extra $Texas for a slightly better once.
