I am trying to use mail merge to fill in this form from:

http://www.sboe.state.nc.us/getdocument.aspx?ID=57

When I try to do it in Word it doesn't allow me create a mail merge file. When I try to do it in Pages it just sits their and the merging status bar comes up and never does anything.

Thoughts on how to make it work in either of these programs? Other programs that might work in?

OpenOffice doesn't seem to want to work either

you can try to find an unscrupulous program to remove the password on the file. I've never done this, but maybe someone else can chime in...
