Most cryptic title ever...

Anyway, if I purchase a PSN game on my PSP (that is compatible/available on PS3 as well) will I need to purchase it again to play back on my PS3 or is it tied to my account and both will pull in automatically?

buy it on the ps3, then see if lets you download from ps3 to psp. I would not trust it to work in the other direction

i think only the PS1 original games will work on both.
