so for some reason my web browsing experience is less than stellar, but downloadings files, games, etc is very fast. a lot of sites will just "hang" before completely loading. i run firefox, but i've tried chrome, IE, etc with no improvements. PC is a sony vaio laptop i3 core.

speedtest came back with 12.75 down and 0.22 up

timewarner of course was no help, and i even tried buying my own modem (motorola docsis 3.0) which helped minimally, so i returned it and went back to the standard modem.

and yes i've googled the shit out of it, but everything i've found has been a combo of slow internet/downloads

router is a belkin f6d4230 v1

i've had the same issue lately, but i thought maybe my computer was just getting slow or something.

I had this problem a while back. Ask for them to come to your house and check for packet loss.

In my case, the TWC guy grounded something(?) and installed a plastic shroud over some sort of splitter(?) that was affixed to the outside of my house.

The site test actual surfing speed in comparison to direct download speed. It will, in essence, simulate hundreds of simultaneous connections in a way that caching at your ISP will be largely ineffective.

(I attached my last test results; in the graphs on the far right you see the gap between raw speed and surf speed. Currently we have ~10 other people browsing on a common TWC cable connection. When everything is clicking that gap should be almost nonexistent.)

^^holy cow that's bad. You should be doing better than that over a cell connection.

Definitely call your ISP, throw a fit, ask nicely for a free month or 3.

i pay for 10mbps. uuuuuusally i get right around 8.5-9.5. this 6.something is a little atypical.
is this bad?

^^ what in particular is bad about it? i know the down speed is really good considering i'm only paying for 7Mbps. really don't know what the other stuff means

That latency is odd, are you using greenlight's server in Wilson? open a command prompt (start -> run -> cmd) then do a tracert. Manually change your DNS servers. For primary use whichever shows the lowest numbers between 8.8.8.8 (Google's) and 4.2.2.2 (Verizon's). In firefox, try enabling proxy pipelining. http://www.freerepublic.com/focus/news/1299854/posts

what should i say exactly? i swear whenever i call if it involves more than rebooting the modem or performing a regular speedtest, they're useless. will they even know what a packet loss means? or latency?

You need to ask for Tier/Level 3 Tech support. Those guys are usually smarter then the people who read of instructions. Also it may take some time to reach them if this is the first time you calling them about this problem.
