it's not. I actually remember reading that one on alt.humor or one of the humor newsgroups back in the early 90s. it's been around for a while.

A lazy employee, usually used in the shop floor environment to describe an hourly worker, but I use it also in the office to describe lazy engineers and other piece of shit management employees.
