Sometimes when I click on a thumbnail in someone's gallery, ususally the newer ones, only a third to a half of the picture appears...with the red border around that section as if it were the whole picture.

that is a bug in IE. upgrade to the new version.

of course it doesn't help that I am not explicitly declaring the image size. i am sticking it inside a few tables (what you see as the red border) and letting the browser figure it out.
