Why don't you go take a business class and study the definition of corporate restructuring.
Why don't you get a master's in human resources and tell me that codifying positions isn't a significant step in the process before a merger or a downsizing.
No, I didn't scan in 1.5 million federal workers uniquely identifying pink slips and post them in a gallery, but this predecessor instruction is the harbinger of a grandscale downsizing at the senior DoD executive level in response to budget cutbacks. Once the Office of Personnel Management finishes labeling and classifying, they manipulate the manpower to the budgetary advantage, and the general trend in force restructuring has been for less people. For example, the USMC has a hiring freeze right now.
This new system of position classification tells of greater things to come.
I can't prove anything, but these are the behind-the-scenes directives and legal framework that facilitate downsizing. Notice the origin of the draft date of this instruction was in October, roughly the same time as the budgetary contingency plan was happening in Congress and plans were demanded by the Armed Service Cmte for the Secretaries of the Services to come up with cost-cutting plans for the start of the fiscal year.

No, this is nothing more than an analysis of what the command is paying versus what the command is getting. There may be a downsizing through attrition, but things would have to get uglier before outright layoffs were to happen.

and i, for one, am a fan of more efficient government. even if it led to layoffs (which i see no evidence yet of) i would be a fan of it if they were trimming redundant positions.

Except the military isn't a private company. Do you have any idea how the budgeting process works? How the military steadily grows in size over time? Agreed. The only USN/USMC personnel this affects are the ones who are retired and have taken a job as a civilian who works for the USN/USMC. For example, my OSO's HRA.
