I did think about getting state collar and telling the owners when we find them that their dog had this horrible thing attached to his neck, and that we managed to cut it off before it could do any real damage.

Its not the owner's fault, they can't keep track of all of a dog's actions.

The owner's didn't know what the dog was doing.

There is a lack of institutional control in the owner's house.

...probably because there is no clear definition of which husband wears the pants
