I tried to get the article from the NCSU libraries but I don't know what database this would be under

True, but the last I checked, you need to use a good database on the NC State Libraries in order to access relevant journals.

For instance, for chemical engineering papers I use Compendex. I don't know what database the JNE is under, and it didn't come up under Compendex
