"The amendment does not. The title it amends ( [www.law.cornell.edu] ) only requires that the ISPs provide this information on warrant, subpoena, court order, or fraud cases (THIS is why they want your credit card histories, ladies and gents), which indicates that this is not some on-demand stream of info for police to fish through willy-nilly. This amendment is so they have access to data that may be relevant should a case arise where further proof is needed.

Also note, the title it amends (see link) says that the ONLY case in which they can obtain the info without prior notice to the consumer is with a warrant.

This "Internet snooping bill" isn't a snooping bill at all, it's just a mandatory requirement for a minimum period of records retention. It's already law that they have to hold your info for 90 days, and 90 more if the feds ask it. All this does is extend it.

And this whole article is pretty much unnecessary. If there's too much data for them to fish through, then there's no reason to worry about hiding: you're already hiding in the crowd by not doing anything. The only time this is going to come into play is if you're already in trouble for something (or are planning to be soon). And then sure, go ahead and set up your VPN, install the "Drill here" sticker on your laptop, and rig your apartment to incinerate on command just in case. "

Tor is vulnerable only at as the traffic exits the last node, i believe. If you VPN over TOR, you're golden.
