AC will not cut on for the first 10 minutes while driving.

At around 10 minute mark I can hear the "fan" attempt to cut on for a moment then give up or it will start working right away.

I notice that cold air comes through the vents at all times but for some reason the fan mechanism does not seem to work until the car has been running for a while.

could need a new blower motor or maybe a relay that controls the blower motor is acting up

So it sounds like when you're driving and not stopped since cold air continues to come out but the blower (fan) isn't working that you've got the recirc selector set to allow fresh air to come in, is that right? That should rule out the actual main AC components in the engine bay. I'd think sticking relay as well or blower resistor is on its way out.

Just to confirm you're sure the fan trying to come on is the blower fan inside the cabin and not the engine cooling fan? 10 minutes is about the right time for that electric engine fan to kick on and off.

Condenser fan should stay on continuously as long as the compressor clutch is engaged. One thing about Toyota is this: the climate control module actually senses if the clutch is properly energized and will go into error mode if compressor rotation is not detected within a certain time frame (like 15 seconds or so, I'm guessing).

Cool air coming from the vents indicates that the climate module and the compressor are likely functioning properly.
