A few months back I had about $550 in chips at the Horseshoe casino in Cincy. It was late, friends were ragging me to leave, and there was a HUGE line at the cashier. I just took them with me, assuming I'd come back soon and play/cash out. Then, another company bought the casino and renamed it "Jack", although when I saw the few headlines about it I just assumed it was rebranding for some weird reason (the casino itself is only a few years old) and didn't think much about it. I continued getting the mailers with gaming coupons and buffet discounts, just now under the new name (this was tied to my "players card" that i signed up for a few years ago).
Fast forward to tonight when I go down there with my chips only to be told they no longer honor them, that I had 90 days to exchange them and that period ended on Sept 6. Apparently there was an article in the paper I was supposed to have read informing me of this. I don't recall ever receiving any letter or announcement in the mail.
Perhaps casinos don't operate under the same laws/obligations of most businesses, but I was under the impression when a business changes hands they assume the liabilities of the previous owner, and in this case that would seem to include the outstanding value of chips that left their casino. Just like if a McDonald's sells a gift card and then sells the franchise, the new franchisee would assume the liability of that gift card.
I was given the phone number of the casino manager on a post-it note (apparently business cards are passé). Do I have any chance of getting my chips converted to cash, or at least game play there? At what point could/should I get the Ohio gaming commission involved?
(Yes, I know it was stupid to hold onto chips in any circumstance, it just never occurred to me that they wouldn't honor them, I kinda assumed they were "legal tender" in the casino world)

Except this wasn't a franchise, in any stretch of the imagination. Even with one business buying another, as seems to be the case here, they usually don't even honor the old business' coupons. Hell you're not even considered a creditor in this transaction, and even they rarely get what's owed to them.
In the end, they ain't there to give you money, and there aren't any laws that I can think of to protect people in your situation.

Your only chance is to play nice and dumb with that phone number and see if they will convert them to be nice. I don't know how likely that is, but maybe they'll do something nice to keep your business.
I don't know why you think they would be required to honor them. In your gift cards analogy you are trying to use McDonald's gift certificates at a taco bell because it used to be a McDonald's. They gave you 90 days, you waited too long.
