Guy was circling the vehicle like a bird of prey. Driver probably barely realized he was there in front because of the other officers trying to pull her out of the vehicle from the left side. If he's that jumpy about cars because of his previous experiences, how about giving a little buffer? It's pretty insane how fast he shoots from the point the vehicle starts to move. In any case, the federal government's characterization and denigration of the victim is also criminal.
