It is not a simultaneous catch if a player gains control first then, subsequently, a second player jointly gains control. In that case, the ball goes to the player with initial possession. That's what they (ESPN and NFL Network) are saying the rule on simultaneous possession is.

If that's what actually happened here (up for debate) then it was an INT.

While it still should have been an INT, tates left arm/hand is between jenning's body and the ball as he pulls it in, which is where the one ref saw simultaneous possession.
