Sounds like Billy boy was wrong, the rule doesn't say anything about a "second level." However, this is the first time in over 400 FG and PAT attempts that it's been called. I'm guessing it could probably be called a lot if they really wanted to. Kind of a fishy call, but I won't shed any tears for the Pats. They're going nowhere this year anyway.
