Every team runs those type of plays every single game. It all comes down to how you sell it and if you make it look blatant. I mean if you run over there and straight block the guy they almost always call it. If you get tangled up with the defender and either of you happen to hit him you get away with it most of the time.

Not much different than them never calling offensive pass interference in general. Point of emphasis is on offense and scoring, can't be bothered to enforce rules that might prevent that from happening.

yeah offense generally gets the benefit of the doubt in all sports because we, as fans, like points/runs/goals/etc. but you could also draw a comparison to an overly aggressive secondary that grabs and pulls and shoves...refs won't call DPI or holding every time even if it occurs every time. so it's to the defense's advantage to push the envelope as far as they can.
