the returners head was hunched low to begin with, if he was running like normal then the defender's helmet would have hit the returner's chest

and after looking at the kick return again, the defender's head is already low about to tackle the returner in the chest and then the returner lowers his head. basically nothing the defender could do to prevent the head-to-head since the returner decided to lower his head upon impact.
