Neighbor drama!

Our neighbors down the way parked in the non-numbered space by our neighbors 2 doors down. The neighbor 2 doors down must have some HUR-esque entitlement for that space, b/c he parked so close the owner can't get in or move her vehicle. Property management security is out here as the neighbors 2 doors down aren't home.
