I understand waivers, but apparently you don't understand the situation. The teams that are available to pick up Randy Moss go in order of winning percentage. So the shittiest teams get first pick. In case you didn't notice, the Chargers are 3-5, so they aren't that far down the list on who gets to pick up Moss.
Now what you don't understand is that this is Randy Moss. Teams will be looking at him for a quick fix for the year. No one is looking at Randy Moss as a long term solution. He's past his prime and he can be an off the field problem and possibly a distraction. So teams that have no shot at the playoffs aren't going to want to pick up a possible distraction for half a season. They are going to want to improve as a team and develop their young players...Randy Moss will give them no benefit for the future. Everyone saw what happened to him in Oakland.
I personally don't think there's a good chance the Chargers make a run at him (it doesn't seem like something AJ Smith would do), but it's almost a perfect fit. The Chargers are playing practice squad guys at the WR position. Philip Rivers is the leader in the club house and won't put up with Randy's shit. Norv Turner is also a veteran coach and won't put up with him. And Philip loves to throw the ball deep. Randy would give his left nut to play with a QB like Philip instead of a Ryan Fitzpatrick or Colt McCoy.
If Vincent Jackson weren't coming back, then I think San Diego would try and go after Moss. But with him coming back, I don't think they take the gamble.

well with all the hoopla going on in regards to defenseless receivers and helmet-to-helmet hits, I think the refs will err on the side of caution. I dont think the league will pass down any suspension, and I dont think it was necessarily the right call, but I can see why they threw a flag there
