^Because the professor should already have proven that it was plagiarism before the student got referred to the honor court. The honor court just listens to whatever excuses the student may have, and then passes judgement.

I don't know exactly what their stance is when the honor court is looking at a charge of actual plagiarism, I assume they expect the professor to determine that.

I think ^ summed it up. The honor court is just supposed to listen to the student's side and rule yes/no. Is that retarded? Absolutely. But it's by design to let the players skate while providing the outside appearance that they're getting no special treatment.

NCSU does have an honor court, I was a judge for it Freshman year. I forget if we only handled dorm/behavioral issues or if we did academic stuff to. I don't think I got any cases that were academically related, so I don't remember.
