certainly they have found a loophole, because they advertise the price difference on a giant fucking billboard

in general you can't do that, just like you can't have a minimum credit card purchase. you don't have to accept credit cards, but any form of tender you choose to accept must be accepted for any purchase

i'm betting that the credit price is the regular price, and they offer a "discount" if you use cash
