thanks everyone. i'm sending it out tomorrow. i'll consider sending it to a legis. not sure how that will work considering the state's obvious ineptitude.

no the guy was not faking it. he had a VA hospital bracelet on and had been released just a couple of hours prior to the incident. he had prescription seizure meds in his pocket that had been filled that morning. when we reached the guy he was all bloody from his fall and had bandaged up injuries on his head from previous falls (learned due to seizures as well). the emts thought he was in bad shape so i'll trust them on that.

and smath you are right - this is from my perspective. and my husband's. and the other lady's that stopped. hell, and even the emts seemed surprised at the cop's behavior. but that really doesn't matter. i saw what i saw and it bothered me, a lot. i'll send my letter in... if they don't think it is such a big deal, then they can just chunk it and ignore me. but at least i am standing up for what i believe.

make the edits. does sound like a Grand Mal seizure. I'd send the letter. I send it to the Governor too.
