Both of those were part of USA's daytime, sitcom line-up. I only ever saw them if I happened to be home sick from school or it was holiday. It was the same thing with Wings.

looked like the whole thing was done on the stage in a middleschool gymnasium, possibly funded by spirt-drives

Viper

It was a takeoff of Knight Rider. A Hasselhoff clone drove a Red Dodge Viper that turned into an urban assault vehicle and was used to bring down the bad guys by the end of the show.

Noozles.
That title bothered me for YEARS to remember until someone posted and 80's cartoon threat a while back.

How about these:
Are you afraid of the Dark?
Pinwheel

This is kinda cheating, but see if it stirs any memories. http://johnnorrisbrown.com/classic-nick/noozles/index.htm

There was more than one koala show.

Three, in fact, if I remember correctly:

Noozles (magic koalas who lived in a eucalyptus tree)
The Adventures of the Little Koala (bunch of animal kids, rabbit kid wore headphones)
Blinky Bill (similar to above, minus headphones)
