you can transfer schools without sitting out a year if you get approval from an NCAA panel to do so. Usually they only allow this in circumstances where the student needs to move closer to home due to a illness or problems in the immediate family, and the NCAA only awards a handful of these every year. I seriously doubt they would do this for Atsur over a coaching change.
