I hope you're not seriously suggesting that tolls will improve the trafic situation? People here can barely manage to merge onto the highway let alone find the proper lane to be in to pay a toll.

A toll by itself won't, but tolls that facilitate the quicker building of roads should ease the situation. I seriously doubt (conjecturing, just like you are) people are going to hop off of I95 in such massive numbers that it will affect traffic the way you are trying to claim it will.
