I never said that accuratly anticipated the insurgency. If you would read my posts instead of knee-jerk-reacting to them...you would know this...
i did say that the administration has been reacting to the situation on the ground. all you have to do is look at the fact that more troops have been put in when needed. to claim that the administration has not reacted to conditions on the ground is a democratic talking point parroted by partisan idiots like pryderi and david gregory...

Im assuming they did not harbor terrorist pre-invasion because
1. We had no evidence from intel that Iraq was "harboring" terrorists with harmful intents towards the US or our Allies. Of course there were probably jihadists living in or traveling through Iraq, just as there are in every country in the middle east. 2. Islamic militants were not friendly towards secular Sunni-controlled Iraq. The likelyhood of Saddam harboring terrorists was as likely as Ariel Sharon harboring terrorists.
