Well if the parents do start to discipline their children, then someone will call Child protective services and arrest the parents for that. The parents should sue the couple for harassment and stalking. I mean if you have to result to "recording" the noise that kids make then something is wrong with you. Can you just record someone without their knowledge? I mean in the school systems you have to get written permission to photograph or video tape a child. They were reasonable. They approached the parents and others mutilple time with no resolution.

Oh, so now we know that the neighbor was being reasonable? How do you know they aren't of the "keep off the grass or we'll call the cops" ilk? For all you or anyone else knows these could just be typical, everyday 5 and 11 year olds making typical 5 and 11 year old noises at typical 5 and 11 year old volumes and the neighbor is just being a jerk.
But yeah, continue on with the parents parents parents stuff.
