They are going to:
1. Have the police perform an independent investigation
2. Place the officers on paid administrative leave
3. Establish a faculty/student panel to discuss how later debates will be held
4. Hold an internal review by the departments involved
5. Wait for the State's attorney to decide whether to go through with the charges placed on the student (that got tasered)

He was on a short leash from the cops when the clip started after nearly being thrown out of the forum beforehand, but Kerry let him ask his question anyway. He asked his question which someone in charge wanted the mic cut on and then the cops tried to remove him again. They tried to gently remove him, he resisted, they tried to carry him out, he fought his way back in, they took him to the ground. He continued resisting and wouldn't calm down, they tased him.

Chances are, until he fought his way back into the forum, he wasn't going to get anything more than thrown out of the forum.

He could have been escorted out quietly when the two cops attempted to move him away from the mic.
He could have been escorted quietly when the other cops came in to help take him out.

But no, at each point he resisted the cops with force. Flailing around like a small child. This guy is also of a decent size, looks 6'+ to me.

He disturbed the peace when he began making a scene about being escorted out. There was a limit on his freedom of speech here, just like there is a limit on freedom of speech inside a judicial court, or your chemistry exam. This was a public event with rules, if you didn't follow the rules you got kicked the fuck out.
