^I'm pretty sure he is referring to the Fulbright Committee hearings, where John Kerry testified under oath to witnessing unbelievable atrocities during his 4-month tour of duty in Vietnam. His heart was probably in the right place, but there is no doubt that he exaggerated and probably lied about some of the things he saw in Vietnam.
