Cliff's notes version: -Lily (cat) didn't come home one day. Her daily routine was very consistent. -se7entythree put ads out, cat was never found. -se7entythree's neighbor got fed up with the old man on the corner cause he kept leaving dead animals outside and stinking the place up so he called the cops trying to get old man busted for illegally killing animals. -animal control shows up, tells old man he needs a permit. -animal control's give-a-shit level was low -se7entythree calls district police supervisor and explains problem. -police supervisor gets code enforcement to inspect. -popo supervisor emails se7entythree and says: . animal control found lots of carcasses, birds, rabbits, possum, and one cat . old man got a pest control permit (after animal control inspection), but that doesn't cover all the species he killed . old man shouldnt have been issued a permit in the first place cause he's had prior complaints about killing animals -now we're waiting to see what we can do legally
The old man's put up a fence so you cant see him shooting animals thus perpetuating his creepiness. I'd like to bust the old man in the nose with a bat.

I'm so sorry about your kitty! Personally, I would vandalize the shit outta that old farts house. I think you should get the officer a 'Thank You' card and contact his supervisor. Its one thing to thank him for doing this, its another to get his boss to recognize him for going beyond. And the officer would feel appreciated to know that you went beyond to let his boss know how pleased you are with him. My advice, don't give it to him too soon. my other 2 cats are now indoor-only cats. one used to be indoor/outdoor (monkey) and the other (zoe) very very rarely ever went outside (hates wind, cold, etc). we built them a screened porch under the part of my deck that has a roof over it (there used to be a just a small porch w/ a roof, we expanded it to a big deck). zoe LOVES the porch and runs to go out to it as soon as i come home. i'm going to buy a cat door this week. monkey just sits on it and cries b/c he wants to go to the real outdoors. this is as close as he will get from now on.

thurman kills the animals then leaves them unburied with a couple of leaves on top of them in the back of his yard underneath some azalea bushes. the animal control supervisor told me that i should wait til he's not home one day and go check out around his yard to see if he's killed anything else/if there's anything interesting to find. i asked the sgt about this, he said it's legal and i can use a camera and binoculars, as long as there are no NO TRESPASSING signs and he has not told me personally to stay off his property (no for both of these).
before the new 8' wood privacy fence, he would sit at his living room window and stare at me when i worked in the yard. he also liked to stare at my neighbor's 5 yr old grand daughter who stays w/ them in the summer and make comments like "wow that's quite a little helper you got there". he also has said things like... "the day my wife died was the happiest day of my life" "i'd pay $10000 to take back the day my son was conceived" and he also tried to get his son and my neighbor involved in dog fighting (b/c he's too old and feeble to run it himself - he's 86) oh, and that statement about him liking cats is complete bullshit. he hates cats and wants everybody to know it.
he has connections in this small city, and that's how he got his permit to shoot after the fact. we are in the process of getting it revoked. regardless, the permit expires in 30 days and he will NOT be issued another.
i fucking hate this bastard. i came sooo close to getting a big bucket of brush killer and dumping it all over his precious grass in the middle of the night. i am sending him one of my Missing Cat posters i had posted over the neighborhood tomorrow...one every day, for at least 12 days (that's how many i've printed so far). i've changed the text a little (to specifically address him) and added a GIS shot of his property. he won't know where they came from, but he'll have a couple of guesses.

One thing you can do for the run is have part of it extend out into the grass some so they have a little grassy patch to hang out in. Yeah that's how my parents' was too. What they ended up doing is they took out the screen on one of the panels of wall and built a kind of small square area the width of the panel they took out. Then they screened all of that in (even the "ceiling") so it had lots of natural light or whatever. It's just big enough for two cats to stretch out or whatever.

Agreed. I wouldn't agrue at all with anyone who wants to humanely dispatch feral animals... But this man knows who the cats belong to. Cats with collars and tags obviously aren't feral too. If he had a problem then he should have talked to us and all the neighbors would have kept the cats indoors. It's not hard to figure out who they belong to when they're playing in the yard with their owners and walking into the house (he knows all this because he's always watching what we're doing like we don't notice).

If he wants to be completely legal inside the city, he should just trap the animals and call animal control every day with a new animal for them to destroy. yeah he's bitter.
he hates women, black people, kids, cats, and young[er] people. he's sick (bad bleeding stomach ulcers or something) and he's a major alcoholic. i hope he kicks the bucket soon.
his mother was killed in a car wreck when he was 10. his father stepped into the road and was hit by a truck sometime after that. i don't know much about his childhood beyond that.
i'm not sure how all of this translates to hating small animals, but torturing them is one of those traits of psychopaths/serial killers/etc so i guess it's a combination of things.

no, he doesn't. not in rocky mount. within city limit is is illegal to hurt or kill any animal. ch. 4 sec. 4-14 (a) (4)

rocky mount is also a bird sanctuary (he's been shooting birds) (see ch.4 sec 4-3). you have to have a permit, but his only covers pigeons, not song birds or crows. he was also instructed that he cannot shoot if it becomes a nuisance to his neighbors.

our animal control doesn't work that way. they pick them and make an effort to find the owner. there is also a rescue group in town that works very closely with the shelter and has almost eliminated the need to euthanize (except in cases of extremely aggressive dogs).

That's far from the same thing. I also hunt. I shoot deer, squirrels, and birds. The thing is the owners are ok with the animals being killed, the animals aren't pets, and the animals aren't killed illegally. I don't (and assume bethaleigh doesn't) leave the carcasses in my back yard to stink up a residential area.
The issue isn't killing animals. It's destroying someone's property and breaking municipal laws.

If you were able to catch a groundhog and not get a finger bitten off by those massive choppers, then kudos to you. I have held groundhog skulls in my hand, I've seen those teeth, and I've seen the masseters on those guys! As a matter of fact, I watched a BIG groundhog just last Friday when I was turkey hunting. He had no clue I was right there. He was pretty awesome. He just walked around and stood on his hind legs on a fallen log and stripped bark off another tree with his front paws and just stuffed his face. It was really cool. And for the record, I did not shoot that groundhog in the pics I posted. I needed a mammal for my Mammalogy project, and wanted something noone else would have. My Daddy and our friend were muzzleloading, when she popped up over the hill. Our buddy shot her for me with a 50 cal.! (Needless to say, that was quite a hole to sew up.)
I would never shoot something with a collar on. Even if a HUGE [insert game species here] walked right out in front of me and he had a radio collar on, I would not take him.

groundhogs are not domesticated animals. they have not been pets and companions for thousands of years.
cats and dogs (as well as several other animals) are domesticated. they are pets and have been so for thousands of years.
it is legal to shoot groundhogs.
