^^^ Obama did seem to lie (there's not really enough info there to say this conclusively), but considering his congressional colleagues just came out supporting him, and also how Specter (R) seemed to brush this off, i'm betting this is common practice out there in Washington. Why else do you think no other congressperson is really jumping on Obama about this? I'm betting it's because they all do it to some degree too.
