I fucking hate that. The people who say "an historic" are usually trying to sound smart, but fucking up isn't smart.
My forestry pet peeve is: Incorrect: That stand needs thinned. Correct: That stand needs to be thinned. Or, that stand needs thinning.
It goes along with "That fence needs fixed."

Most people (unless they're complete idiots) would say "I should've listened", which is a contraction of "should have"... a contraction which is perfectly acceptable in casual conversation, though you'd get marked off for it in any official context, or in an essay.

Most Americans or Canadians would say it as "a historic", because the first syllable of the word is a clear H. Most non-American English-speakers would say it as "an historic", because the H is virtually silent in a British or Australian dialect, so the word would start with an I vowel sound. A fast-speaking American who is likely to glaze right over the H sound should also probably be using "an" (I tend to do this).
So yeah, both are correct.
