They might have a lot of early vote data. Something like 40% of people in North Carolina voted early so there have to be a few other states with similar data.

I think it was to make small possession only marijuana arrests a non-priority, no criminal record for all small possession only offenses, and a $100 fine.

this election was like being a state fan... holding out hope that somehow you can pull and upset when you know it probably won't happen, and ending the night severely disappointed because of unrealistic expectations...
