Because "foreign" people have a negative stigma associated with them from "deal-makers" who will buy something at a sale price and try to return it at full price, or who will buy something and send off for the rebate and return it so they essentially get free money.

Believe me, unless they're getting store credit for something without a receipt, black people get treated like they stole whatever it is that they're returning.

White people do get away with murder in the retail environment, though.
