No, you're right on both accounts. Comedy is relative, but Tim and Eric have only a few jokes that stop being funny after a while.

Also, I'd like to point out that this phenomenon is partly the fault of the viewer. I mean, we know how pleasure works, so you'd think we'd learn how to appreciate comedy (and perhaps some other genres.) For instance, watching a show weekly produces an entirely different effect than watching the whole season in one day. For some genres, the later is better, because you can more easily remember connections between episodes. Comedy, however, often uses the same joke or similar humor over and over again. It's only when you occasionally view this that the jokes remain at their funniest. Certainly some types of comedy may be an exception, but generally, if you want to laugh, don't watch a bunch of episodes of the same show back-to-back. You have the power to make funny things funnier, so why wouldn't you?

Adult swim operates under the assumption that you will go from sober, buzzed, drunk, smashed, fucked up, passed the fuck out with the tv still on.

Tim and Eric are great, I don't think great comedians like David Cross, Zack Galifinakis, Micheal Cera, or any of the other list of A-list talent would support it so highly if they didn't do something right.

It's comedy, there is not a 100% agreed upon standard of humor. Though they just aren't as outragous as Dane Cook or Jeff Dunham, a Dane and Jeff show would dominate the entire channel and force all other shows into submission. (That's sarcasim, a form of comedy that some, not all find humorous).
