We have a party system. As such, you try to get along with your team, even if it is just for appearances. As such, while I don't know, I would assume Limbaugh was a visibly vocal supporter of Bush, whatever his private convictions.

But the same goes for everyone operating in the party system. I'm sure the most die-hard statist-democrat went along while Bill Clinton destroyed welfare rolls, passed balancing budgets, eroded the minimum wage, and did nothing while inequality soared.

It doesn't have to be this way. This is just how we're used to things being.
