1) it's the owner's responsibility to maintain their vehicle in safe driving condition
2) If you're doing it right, letting the air out doesn't make it unsafe to drive. It makes it foolish and/or nearly impossible to drive.
3) Just because something's illegal doesn't mean it shouldn't be done or is reprehensible.
