wouldnt really help stuff falling on your head, but i bet the jolt was enough to bounce you out of your seat and hit your head on the bulkhead...hence a fastened seatbelt would be helpful. what i dont understand is how they knew he wasnt wearing a belt...the flight attendants always come around before landing and make sure you are fastened, and if you aren't they tell you to. i've never refused or seen anyone refuse to fasten it, but i would imagine if they did it could cause a scene. not something most people would do. so either the FAA is admitting they didn't do their job in enforcing the seatbelt rule or he made a scene and refused to wear it...which do you think is more likely
