Easiest is to have the person meet you at verizon or wherever, activate it and give them the money if it works. Or have them give you the serial number, esn, imei, whatever depending on the phone and call CS to if it's legit. Some will try to sell stolen phones, phones that were claimed on insurance but never returned, or one on an unpaid contract.
